Project Overview

The City of Norcross is developing a Livable Centers Initiative (LCI) Town Center plan and market feasibility study for its downtown. The Town Center LCI is an update to a 2001 LCI Study and will focus on the Town Center and will include a market feasibility study. The City was awarded funds from the Atlanta Regional Commission (ARC) to perform the LCI update. The 2001 LCI Study crafted a community vision for revitalizing and redeveloping Norcross’s historic Downtown, focused on building appropriate land use and connectivity in Downtown and surrounding areas, and included urban design guidelines and economic development recommendations focused around Lillian Webb Field, a town plaza, and a transit center.

The Town Center Plan study area incorporates the historic downtown and surrounding neighborhoods. It is bounded by Buford Highway, Jimmy Carter Boulevard, and Langford Road. The boundary is shown in the image below. Please click here to view the Norcross Town Center study area boundary in Google Maps.

This Town Center Plan will build from the successful foundation of the 2001 study, and, based on market realities, develop an action plan that emphasizes housing options, connections, economic viability and coordination among many key partners, ensuring that the Downtown area retains its desirability for residents of all ages. The LCI study is seeking a refined, inspiring, and grounded vision for the Town Center that, importantly, will include key catalyst projects and implementable actions in the areas of land use, mobility, and economic development.
